Every dossier produced by Ground Basis is governed by the 4-Pillar Legal Shield. By engaging an Intelligence Hub workflow, by downloading a Sealed Dossier, or by sharing a Teaser memo, the operator accepts these Terms of Intelligence.

    Municipal Source

    Data synthesized from public records; subject to lag, redaction, and portal opacity.

    Ground Basis aggregates public-facing municipal dockets, permit portals, lien registries, and code-enforcement systems. These sources are frequently delayed, partially redacted, mis-indexed, or temporarily unavailable. Operators must treat any output as a snapshot of recoverable public state at the moment of the crawl, not as a guarantee of completeness.

    All workflows in the Intelligence Hub — Retrade Alpha, Disposition Hook, Zoning Arbitrage — produce informational research products. They are not legal opinions, valuations, brokerage advice, engineering reports, or investment recommendations. No fiduciary, advisory, or attorney-client relationship is formed by use of the platform.

    Successor Risk

    Transfer liability is the purchaser's responsibility to verify with counsel pre-close.

    Where ordinances trigger successor liability, re-licensing, conditional-use re-permitting, or equivalent transfer friction, the operator and its acquiring entity are solely responsible for confirming the live regulatory posture with municipal counsel before close. Ground Basis output flagging successor risk is a research signal, not a clearance.

    User Responsibility

    Operator is responsible for primary-source verification before any acquisition decision.

    Before any retrade, offer, signed LOI, contract execution, or closing, the operator must independently verify each cited municipal record, ordinance reference, lien, and dollar figure with primary-source documents. Reliance on any Ground Basis dossier without primary-source verification is at the operator's sole risk.

▣ Source Receipt

Every Ground Basis dossier is stamped with a Source Receipt ID and a UTC crawl timestamp at the bottom of every page. This receipt anchors the Basis to the recoverable public-record state at that exact moment. Subsequent municipal filings, redactions, or portal corrections may alter the underlying record; the receipt proves what the engine could see when the seal was applied.
